WeLine refers to the client software (including App, PC, Web, etc.), website, software development kits (SDKs), and application programming interfaces (APIs) for third-party websites and applications, as well as mini-programs and other new forms of products and services provided to you by Shenzhen Memenet Technology Co., Ltd. and its authorized affiliates (hereinafter referred to as "Memenet" or "we"). These products and services are collectively referred to as WeLine.

You will not claim that the terms are illegal or invalid on the grounds that we did not fulfill the obligation of reasonable notification.

You should only use our products and/or services after carefully reading and fully understanding this Privacy Policy. If you disagree with the content of this Policy, it may result in the inability to properly operate WeLine products and/or services, or the services may not achieve the intended effects. Your use or continued use of our products and/or services indicates that you fully understand and agree to all the content of this Policy (including updated versions).


The terms under this agreement may be revised/modified by us at any time, and you should review them periodically. Once the terms are revised/modified, we will update them on this page and notify you separately. The revised/modified agreement will replace the original agreement once it is published. If you engage in any behavior that violates this agreement, we reserve the right to unilaterally restrict, suspend, or terminate the provision of internet-related services to you at any time based on the circumstances of the violation and to pursue relevant responsibilities.

1.Scope of Application

The term "WeLine" in this agreement refers to the WeLine client, WeLine website, WeLine software development kits (SDKs) and application programming interfaces (APIs) for third-party websites and applications, mini-programs, and other new forms of products and services provided to you by Memenet, which Memenet legally owns and operates. These products and services are collectively referred to as WeLine. The actual functionalities between WeLine and its various versions may differ slightly, but if there is no separate privacy policy for each version, we will collect and process your personal information in accordance with this Policy. If an associated version of WeLine has its own independent privacy policy, then the privacy policy of the associated version will also apply. In the event of any inconsistency between this Policy and the privacy policy of the associated version, the privacy policy of the associated version shall prevail. Some query and operation paths in WeLine and its associated versions may differ, and the actual situation shall prevail.

Apart from the information collection and use activities described in this Policy, this Policy does not apply to other services provided to you by third parties, which are governed by the personal information collection and use rules separately explained to you by those services.


2.How We Collect and Use Your Personal Information

We adhere to the principles of legality, legitimacy, and necessity in collecting and using your personal information. This information may be actively provided by you during your use of WeLine, generated as a result of your use of WeLine, or obtained from third parties with your authorization. The purposes for which we collect and use your personal information, as described in this Policy, are to facilitate your use of WeLine, communicate with you, and improve or optimize our products or services. As our business evolves, the products or services we offer may undergo adjustments and changes. If we intend to use your information for purposes not specified in this Policy, or if we wish to use information collected for a specific purpose for another purpose, we will inform you in a reasonable manner and seek your consent again before using it, unless we have another legal basis or legitimate reason for processing your information. System permissions such as location, contacts, camera, microphone, and storage will not be enabled by default. They will only be accessed after obtaining your explicit consent, and only when necessary to provide specific services or features. Even if you have granted permission to access these system features, we will only access them within the scope of your authorization and obtain the relevant information (if applicable). If you choose to deny permission, you may be unable to use the corresponding features, but this will not affect your ability to use other functions of the product and/or service. You can withdraw your authorization at any time, and once you do, we will cease accessing the corresponding permissions and will no longer be able to provide certain services associated with them, though this will not affect your use of other services we offer.

This means that we may frequently introduce new business features, which could require the collection of new personal information or changes in the purpose or method of using personal information. If any feature or product/service that requires the collection of your personal information is not covered in this Privacy Policy, we will provide you with an explanation of the purpose, content, usage, and scope of the information collection through updates to this policy, page prompts, pop-ups, interactive processes, or other means. If you choose not to provide this information, you will be unable to use WeLine products or services.

Virtual Network Login The client and devices must log into the virtual network to perform interactions and remote control operations. The hardware serial number of your client or other devices, unique device identifier, and IP address. This is used to verify the authenticity of your device and establish a connection between the device and the virtual network.

2.2.Situations Where We Need to Collect and Use Your Personal Information to Provide Additional Functions of WeLine Products or Services

To provide you with higher quality WeLine products or services, we may need to collect the following information. If you choose not to provide the information listed below, it will not affect your normal use of the core business functions of WeLine products or services described in Section 2.1, but we will be unable to provide certain specific features and services.

Payment Recharge points, activate membership services. When you perform payment actions such as recharging points or activating membership services on WeLine, the payment function will be used. During the payment process, we may collect your third-party payment channel user ID (e.g., PayPal ID, Alipay user ID, WeChat open ID, or bank card information) (personal sensitive information). This information is necessary for us to provide you with the products and/or services you purchase. We cannot obtain your personal financial information or identify a specific natural person based on this information alone.

2.3.Situations Where We Indirectly Obtain Your Personal Information from Third Parties

We may obtain your account information (such as nickname and avatar) shared with us by third parties, allowing you to log in and use WeLine products or services directly through a third-party account. To do this, we require your consent to this policy and to link your third-party account with your WeLine account. We will only collect and use your personal information within the scope of your authorized consent.

2.4.Device Permission Access

To provide you with convenient and high-quality services, we may request access to certain permissions on your device. 2.5.Exceptions to Collecting and Using Your Personal Information Without Obtaining Authorization and Consent

You fully understand that, in accordance with relevant laws and regulations, we may collect and use your personal information without your authorization and consent in the following situations:

(1)When it is directly related to national security or national defense security;
(2)When it is directly related to public safety, public health, or significant public interests;
(3)When it is directly related to criminal investigations, prosecutions, trials, and enforcement of judgments;
(4)When it is necessary to protect your or another individual's life, property, or other major legal rights and interests, but it is difficult to obtain your consent;
(5)When the personal information collected is information that you have voluntarily made public to society;
(6)When the personal information is collected from legally disclosed information, such as legitimate news reports, government information disclosure, and other channels;
(7)When it is necessary to sign and fulfill a contract at your request;
(8)When it is necessary to maintain the safe and stable operation of WeLine products or services, such as discovering and handling faults in WeLine products or services;
(9)Other circumstances as stipulated by laws and regulations.

2.6.Rules for Using Personal Information

(1)We will use the personal information collected in accordance with the provisions of this Policy.
(2)The personal information you provide or agree to let us collect under this Policy will continue to be authorized for our use during your use of the product. When you deactivate your account and notify us, we will stop using and delete your personal information or anonymize it.
(3)To improve WeLine products or services and provide services that better meet your personalized needs, we may use your browsing history, device information, location information, and other data to extract your preferences and behavioral habits. Based on these characteristics, we create user profiles to offer more accurate and personalized services and content, as well as to display and push information and potential commercial advertisements. If you do not wish to receive commercial advertisements from us, you can unsubscribe by replying to the SMS prompts or using other methods we provide. (4)If we intend to use your personal information for purposes not specified in this Policy or use information collected for a specific purpose for another purpose, we will seek your consent in advance.


3.Use of Cookies and Similar Technologies

To help you have a better website experience, we use cookies, such as the DoubleClick cookie, to store and help track information about you. A cookie is a small data file sent from a web server to your browser and stored on your computer or mobile device, typically containing an identifier, site name, and some numbers and characters. (6)Sharing with authorized partners: To fulfill the purposes stated in this Policy, certain services will be provided by authorized partners. We may share some of your personal information with partners to ensure the smooth completion of the services provided to you. We will only share your personal information for legitimate, justified, necessary, specific, and explicit purposes, and will only share the personal information necessary to provide the service. (9)We may share your personal information with third parties to protect you, other users, or employees of WeLine, or the public interest, property, or safety of society (e.g., in cases of fraud or credit risk), within the scope permitted or required by law.
(10)In some cases, sharing your information is necessary to achieve the core functions of our products and/or services, provide you with the services you need, or resolve disputes between you and others.
(11)We may share your information as required by relevant agreements between you and us (e.g., online agreements) or other legal documents.
(12)We may share your information in accordance with agreements you have made with other third parties.
(13)We may share your information based on reasonable business practices, such as during due diligence.
(14)We may share your information as required by applicable laws, regulations, judicial authorities, or administrative authorities.

You may share your personal information or other information with third parties (including unspecified individuals) through the WeLine platform. However, any information disclosure or misuse resulting from your sharing actions is not related to us, and we do not bear legal responsibility for it. We will only share your personal information for legitimate, justified, necessary, specific, and clear purposes, and we will only share the necessary personal information. When we share information with business partners, we will protect your personal information in various ways, such as:
(1)If there are reasonable grounds and your authorization is required, we will inform you of the purpose and type of information to be shared (if your sensitive personal information is involved, we will also inform you of the content of the sensitive information) and will obtain your authorization and consent before sharing;
(2)At the contractual level, we will strictly require our partners to fulfill their information protection obligations and responsibilities. To this end, we include confidentiality clauses in the agreements signed with our partners, which specify the confidentiality obligations of business partners regarding our users' information;

We will not transfer your personal information to any company, organization, or individual, except in the following circumstances:

(7)When the personal information is publicly disclosed by you to the public;
(8)When it is necessary to sign and fulfill a contract at the request of the personal information subject;
(9)When personal information is collected from legally and publicly disclosed
information, such as legal news reports, government information disclosure channels, etc.;
(10)When it is necessary for conducting legitimate news reporting;
(11)When it is necessary for academic research institutions to conduct statistical or academic research based on the public interest, and when providing research results externally, the personal information contained is de-identified;
(12)Other circumstances as stipulated by laws, regulations, or normative documents.

According to the law, if we anonymize personal information by applying technical measures and other necessary measures, and the data recipient cannot restore or re-identify the personal information subject, we do not need to notify you separately or obtain your consent for the sharing, transfer, or public disclosure of such data.


5.How You Can Exercise Your Rights to Manage Personal Information

5.1.In accordance with laws, regulations, and relevant national standards, we ensure that you can exercise the following rights regarding your personal information:

Generally speaking, each business function requires some basic personal information to be completed (see Article 1 of this Policy). You can grant or withdraw your authorization by deleting information, disabling specific functions, or adjusting privacy settings. You can also contact us through the contact details listed in this document.
However, please understand that once you withdraw your consent or authorization, we will no longer be able to provide the corresponding services, nor will we continue to process your corresponding personal information. The withdrawal of your consent or authorization will not affect the processing of personal information previously conducted based on your prior consent.
(3)Delete Your Personal Information
You can request to delete your account information by contacting us at: contact@weline.io.
You may request the deletion of your personal information in the following circumstances:
①If our processing of personal information violates laws or regulations;
②If we collect or use your personal information without obtaining your consent;
③If our processing of personal information violates the agreement with you;
④If you no longer use our products or services, or if you have canceled your account;
⑤If we no longer provide products or services to you.
If we decide to respond to your deletion request, we will also notify the entities that have obtained your personal information from us to delete it promptly unless otherwise provided by laws or regulations, or if these entities have obtained your independent authorization.
Please note that when you delete information from our products, we may not immediately delete the corresponding information from our backup systems, but it will be deleted during the next backup update.
(4)Deactivate Your User Account
We provide you with the ability to deactivate your WeLine account. You can apply for deactivation online or by sending an email to the contact email address provided in our "Contact Us" section (unless otherwise stipulated by laws, regulations, or this Policy). Once you deactivate your account, all user activity records and points stored in the cloud under that account will be cleared and cannot be recovered. All cloud information and records under the WeLine products and services associated with that account will be deleted or anonymized. Deactivation of standard accounts and local offline accounts will be handled by the administrator.
(5)Right to Be Informed in Advance of Product and/or Service Termination
If, for special reasons, we are forced to cease operations of some or all of our products and/or services, we will notify you at least 15 days in advance through the main page of the product and/or service, via in-app messaging, or by sending an email or other appropriate means to reach you. We will stop collecting your personal information and, after the necessary and shortest period required by law, we will delete or anonymize your personal information.
(6)Feedback Support
We provide a user feedback channel where you can send your opinions or suggestions to us via email at the contact address provided in our "Contact Us" section.

5.2.How We Respond to Your Requests

To ensure security, you may need to provide a written request or verify your identity in other ways. We will process your request within fifteen business days of receiving it and verifying your identity.
In principle, we do not charge a fee for reasonable requests, but for multiple repeated requests or requests that exceed reasonable limits, we may charge a certain cost-based fee. We may refuse requests that are unreasonably repetitive, require excessive technical measures (e.g., developing new systems or fundamentally changing existing practices), pose a risk to the legal rights of others, or are otherwise highly impractical (e.g., involving information in backups).
In the following circumstances, we will not be able to respond to your request in accordance with legal requirements:
1.When the request is directly related to national security or national defense security;
2.When the request is directly related to public safety, public health, or significant public interests;
3.When the request is directly related to criminal investigations, prosecutions, trials, and enforcement of judgments;
4.When there is sufficient evidence to show that you have malicious intent or are abusing your rights;
5.When responding to your request would cause serious harm to the legitimate rights and interests of you or other individuals or organizations;
6.When the request involves trade secrets.


6.How We Store Your Personal Information

6.1.Storage Location
